The project is conceived to guarantee the maximum permeability and transparency between institutions and citizens. The hall of Council is located in a strategic position, to allow a direct and immediate use from outside.
The building is formed by three parts:

1) public function with regional library and services for refresh;
2) public functions (administration and management);
3) institutional activities including the halls, the commissions, the council groups, the chairmanship’s and councillor’s offices.
